Long Beach Gay and Lesbian Chamber of Commerce Praises California Legislature for Passing First Bill in the Country to Expand Supply Chain for LGBT Business Owners

Bill, Seen as a National Model, Awaiting Signature of Gov. Brown

A partnership between the National Gay & Lesbian Chamber of Commerce, the Long Beach Gay and Lesbian Chamber of Commerce and six other affiliate chapters in California successfully encouraged the State Assembly and Senate to approve bill AB 1678 that will result in new opportunities for businesses owned by those who identify as gay, lesbian, bisexual and transgender. It is believed to be the first bill of its kind in the United States and now awaits the signature of Gov. Jerry Brown.

NGLCC is the largest global not-for-profit advocacy organization dedicated to expanding the economic opportunities and advancements of the LGBT business community. When the bill becomes law, public utilities in the state would be required to extend existing provisions granted to ethnic minority-, women-, and disable veteran- owned business enterprises to LGBT certified business owners.

Laura Lara, president, LBGLCC, says, “We are proud to have helped support this important legislation, which will open many new opportunities for LGBT businesses in the utility sector. We know our members already contribute to our area’s economy through their payroll and taxes. This is an important step in recognizing the diversity that is important to keeping our economy strong and vibrant.”

Assemblyman Rich Gordon served as the bill’s lead sponsor. “I applaud NGLCC for its exceptional work in developing and supporting this legislation. Not only does the bill establish equity for LGBT business owners, but it is also generates additional opportunities, spurring continued recovery and economic growth throughout California.”

The bill, which was sponsored in the State Senate by Sen. Mark Leno, covers every electrical, gas, water, wireless telecommunications service provider and telephone corporations with annual revenues exceeding $25 million. It defines an “LGBT business enterprise” as a business that is at least 51 percent owned by a lesbian, gay, bisexual or transgender person or persons, or, in the case of any publicly owned company, at least 51 percent of the stock is to be owned by a LGBT individual or individuals.

"We are very proud of the hard work of our team, all seven of our California Local Affiliate Chambers, our certified LGBT business owners, the California Small Business Association and other allied organizations that made passing this bill not only our priority, but also their priority. We are hopeful the wide support of this bill from diverse business communities and the unwavering and consistent support from AT&T and Southern California Edison will ensure Gov. Brown signs the bill quickly," says Justin Nelson, NGLCC co-founder and president.

“The LGBT business community owes a huge debt of gratitude to Assemblyman Gordon and Sen. Leno for their hard work in passing this bill that will have real impact on the lives of LGBT California business owners and the many Californians employed by them," says Chance Mitchell, NGLCC co-founder and CEO.

“This is a major step forward in leveling the playing field for thousands of LGBT business owners in California, and it is our hope Gov. Brown will sign this bill very soon,” says Sam McClure, NGLCC Vice President of Affiliate Relations and External Affairs.

Nelson notes that in addition to advocacy at the state level, NGLCC is working with federal agencies through a series of memorandums of understanding to ensure LGBT-owned small businesses have access to contracts that will aid the federal government in meeting its mandated small business procurement goals. NGLCC is also working with several county and municipal governments to open up procurement opportunities to certified LGBT businesses.

NGLCC is the exclusive national third party certification organization for becoming a LGBT Business Enterprise. It is the most direct way for LGBT businesses to meet this bar. NGLCC certification is accepted by over 150 corporations including public utility corporations.

Comming Out

I just celebrated my 6th decade early this month and it was a time to reflect on the road that brought me to this point.  The need for reflection was fueled by the news today of Ellen Page's announcement that she is gay http://sco.lt/5r5Fr7.  My announcement was not so public and was done in bits and pieces.  Considering the year, 1980, and the current social climate (AIDS before it had a name) I not only was owning my long suppressed sexual identity  but explaining that I didn't have the 'gay plague'.

Today, I am proudly out.  I am the owner of a business, President of a LGBT Chamber, and most important, happily, I am a wife.  As I watched the video of Ellen coming out, I noticed how this young woman had all the tell tale body language:  rocking side to side, blushing, hand and arm pumping trying to diffuse the nervousness and the unmistakable voice break.  I was reminded that even in these years of social gain and legal triumphs that it will still be awhile before we can come out with the ease of announcement.

So when you know that there is someone who is struggling before or after the announcement of who they are, lend some encouragement.  Let them know that there is a world filled with more love then hate.  That those closed off countries that suppress our LGBT family is the exception and we are the norm.

I celebrate all who embrace and accept who they were born to be.

On the Passing of Paul Duncan

Fellow LBCBN members, community and friends:

It is with great sadness, that we inform you Paul Duncan passed away Saturday, August 6th from a sudden aneurysm.  Paul was representing LBCBN at a weeklong conference of the National Gay and Lesbian Chamber of Commerce (NGLCC) in Las Vegas and was preparing to head back to Long Beach when this tragedy hit.

Paul was a remarkable human being, full of cheer and endless dedication to helping new and existing businesses create lifelong bonds with other members of the community.  He was an important leader and advocate and too say he will be missed does not even begin to acknowledge the hole that his passing has left in our community.  Paul created a vision that crossed cultural, political and generational boundaries. He spent the past several years connecting LBCBN with numerous programs to reach out to business organizations from Hawaii to Washington, D.C. in an attempt to bring his vision to fruition. It is our hope that we will continue to celebrate Paul’s life by implementing his vision for the LGBT community and LBCBN.

Wherever he went, whomever he met, Paul made you feel that you were his “mate.”  Because he brought such energy and optimism to so many of us, we are sorry to have to bring you this unfortunate news.  We will keep you informed of any memorial services to be held as we receive additional information.

With our warmest and deepest regards,

LBCBN Board of Directors
